The Civil State Apparatus Information System (SIASN) is a system for digitizing the management of the state civil apparatus to realize paperless HR services. SIASN as a forum for administering management services for the State Civil Apparatus has several functions, one of which is rank service. This study aims to find out and analyze the implementation of the State Civil Apparatus Information System (SIASN) application in the process of promotion of Civil Servants at the Personnel and Human Resources Development Agency of Humbang Hasundutan Regency and what obstacles were found during the implementation of civil servant promotion activities The civil service at the Agency for Personnel and Human Resource Development in Humbang Hasundutan District uses the State Civil Apparatus Information System. In this study, researchers used a qualitative approach using qualitative descriptive methods and triangulation techniques in data collection. The results of the study show that in the process of implementing the proposed ranks for the period 1 October 2022 to 1 April 2023 there are still several obstacles in proposing promotions using SIASN so that improvements need to be made so that the use of SIANS can be made better.
