ANALISIS KENDALA PENYELESAIAN TINDAK LANJUT TEMUAN BADAN PEMERIKSA KEUANGAN REPUBLIK INDONESIA PADA PEMERINTAH KABUPATEN PAKPAK BHARAT

This research aims to identify the audit constraints in resolving follow-up actions on examination findings and to analyze efforts to enhance the resolution of findings from the Supreme Audit Agency examination reports in Pakpak Bharat District Government. The research method employed is a qualitative method with a case study approach. The informants selected include the heads of Local Government Agencies, one of the technical officials handling follow-up actions on examination findings, and one official from the regional Inspectorate. Data were obtained through in-depth interviews with various parties related to the analysis of the resolution of findings from the Supreme Audit Agency. The results indicate that several main constraints in resolving follow-up actions on BPK RI findings include the lack of leadership commitment, discrepancies in the examination findings issued by BPK RI, weak internal control systems, coordination issues, the inability of Local Government Agencies' leadership to provide motivation, and the suboptimal role of the Regional Loss Resolution Team.

The Civil State Apparatus Information System (SIASN) is a system for digitizing the management of the state civil apparatus to realize paperless HR services. SIASN as a forum for administering management services for the State Civil Apparatus has several functions, one of which is rank service. This study aims to find out and analyze the implementation of the State Civil Apparatus Information System (SIASN) application in the process of promotion of Civil Servants at the Personnel and Human Resources Development Agency of Humbang Hasundutan Regency and what obstacles were found during the implementation of civil servant promotion activities The civil service at the Agency for Personnel and Human Resource Development in Humbang Hasundutan District uses the State Civil Apparatus Information System. In this study, researchers used a qualitative approach using qualitative descriptive methods and triangulation techniques in data collection. The results of the study show that in the process of implementing the proposed ranks for the period 1 October 2022 to 1 April 2023 there are still several obstacles in proposing promotions using SIASN so that improvements need to be made so that the use of SIANS can be made better.

The researcher's aim is to determine the implementation of Rodana Village-Owned Enterprise (BUMDes) Management in Improving the Economy of the Community of Parsingguran II Village, Pollung District, Humbang Hasundutan Regency. The type of research used is descriptive qualitative and this research uses deductive thinking, using primary and secondary data sources. The aim is to be able to describe and understand the Implementation of Management of Rodana Village-Owned Enterprises (BUMDes). The data collection techniques used were interviews and documentation, interviews were conducted with BUMDes administrators, Village Officials and Village Communities and documentation was used as a complement to obtain data as information material in the form of data related to Rodana BUMDes Management. The results of the research show that BUMDes Rodana needs to be developed as a means or business unit to increase the economy of the village community. In its management implementation, it is said to be not good because it is supported by human resources who are not competent in their field. This can be seen from the management which is not running well, although In terms of management, it is not yet good, but in contributing to improving the community's economy, BUMDes Rodana has contributed well.

The Regional Technical Implementation Unit for Women and Children Protection (UPTD PPA) is a government institution in assisting in handling cases of violence against women and children. This study aims to describe and analyze the role of UPTD PPA in assisting in handling cases of violence against women and children in Pakpak Bharat District. This research uses qualitative descriptive method with case study approach. Data collection through interviews, observations and documentation to obtain complete and detailed data. The selection of informants as research subjects was carried out purposively, including the Head of the Office of Village Community Empowerment, Women, Child Protection and Family Planning as the Person in Charge of UPTD PPA Pakpak Bharat District, Head of PPPA, Social Workers, Victims of Women and Child Violence Thequalitative data analysis technique used is the analytical descriptive method.

This research was motivated by various complaints from the community regarding the services provided by Sifaoroasi village government officials. This can be seen from various existing management elements, where their performance is still not optimal and not in accordance with what the local community expects. This research aims to describe and analyze the performance of Sifaoroasi village government officials, Huruna District, South Nias Regency. This research uses qualitative research methods with a descriptive approach. In this case, all elements of this research are directed at providing information on questions through interviews. Based on the results of the research, the performance of the Sifaoroasi village government apparatus, Huruna District, South Nias Regency, which was studied from several indicators such as service quality and responsiveness, the performance of the village government apparatus has been running well, but the level of productivity, responsibility and accountability of performance is still not optimal or low, and is supported by The results of interviews with research informants greatly influence their level of performance. The inhibiting factors include the lack of human resources, inadequate facilities and infrastructure and lack of discipline among village government officials. The policy recommendation given is that Sifaoroasi village government officials need to optimize performance by increasing and improving the quality of work, implementing time planning at work and carrying out training and coaching as well as regular evaluations.

This research aims to 1) Describe the participatory planning process in Doloksanggul District, Humbang Hasundutan Regency 2) Analyze the factors that influence the participatory planning process in Doloksanggul District, Humbang Hasundutan Regency 3) Design a participatory planning model in Doloksanggul District, Humbang Hasundutan Regency. The method used in this research is a descriptive research method, so that in this research there are no known samples, but informants. From the research results, it was found that the Development Planning Process in Doloksanggul District, Humbang Hasundutan Regency has not been implemented optimally and the results of community proposals which are development priorities in Doloksanggul District have not yet been fully handled into priority programs/activities accommodated in the APBD. For this reason, it is necessary to increase understanding of the stages of implementing participatory planning and the proposal of priority activities can take into account the availability of resources, both budget and human resources.
