Abstract

This study is motivated by the importance of managing regional assets to increase Local Own-Source Revenue in Medan City. One of the assets managed by PUD Pembangunan Kota Medan is Deli Swimming Pool. Its management still faces several problems, including the condition of facilities and infrastructure, limited budget and human resources, and competition from more modern water tourism attractions. This study aims to analyze the performance of PUD Pembangunan Kota Medan in managing Deli Swimming Pool and to identify challenges in increasing its attractiveness and number of visitors.This study uses a descriptive qualitative approach. Data were collected through interviews, observation, and documentation. Performance analysis uses five indicators proposed by Agus Dwiyanto: productivity, service quality, responsiveness, responsibility, and accountability. Data were analyzed through data reduction, data presentation, and conclusion drawing.The results show that the performance of PUD Pembangunan Kota Medan in managing Deli Swimming Pool is fairly good, but not yet optimal. The management has carried out promotional activities, facility maintenance, service improvement, and operational activities in accordance with standard operating procedures. However, several challenges remain, including deteriorating facilities and infrastructure, limited budget and human resources, manual administrative processes, and competition from more modern water tourism attractions. Therefore, improvements in facilities, human resource quality, technology utilization, and promotional strategies are needed to increase the number of visitors and the contribution of Deli Swimming Pool to Medan City's Local Own-Source Revenue.
