This study aims to analyze the development of Huta Tinggi Tourism Village in terms of increasing tourist visits in Pangururan District, Samosir Regency. The research focuses on tourism village development strategies, community participation, supporting and inhibiting factors, and the implications for increasing tourist numbers. A qualitative approach with a descriptive method was employed. Research informants included the Village Head, administrators of the Tourism Awareness Group (Pokdarwis), MSME players, community leaders, tourists, and representatives from the Samosir Regency Culture and Tourism Office. Data collection involved observation, in-depth interviews, and documentation, while data analysis utilized the interactive model developed by Miles, Huberman, and Saldaña, comprising data condensation, data display, and conclusion drawing. The results indicate that the development of Huta Tinggi Tourism Village was achieved through strengthening natural and cultural attractions, improving amenities, enhancing accessibility, utilizing digital promotion, and implementing community empowerment based on Community-Based Tourism principles. Community participation was a key factor in the successful management of the tourism village, evidenced by involvement in providing homestays, culinary services, handicrafts, and cultural attractions, as well as environmental conservation efforts. Supporting factors included natural potential, Toba Batak culture, government support, and the presence of the Pokdarwis, whereas inhibiting factors included limitations in human resource quality, supporting facilities, access to capital, and suboptimal promotion. The development of the tourism village has proven to have a positive impact on increasing tourist visits, fostering MSME growth, creating jobs, and raising community income. This study concludes that tourism village development grounded in community participation and sustainable tourism principles serves as an effective strategy to enhance destination competitiveness while supporting local economic development in Samosir Regency.
