This study aims to identify and analyze the role of the Sibolga City Regional Disaster Management Agency (BPBD) in managing the post-disaster impacts of floods and landslides in South Sibolga District and to identify the challenges and obstacles encountered in its implementation.This study employed a qualitative descriptive approach. Data were collected through observation, semi-structured interviews, and documentation. The informants included the Head of the Rehabilitation and Reconstruction Division of the Sibolga City BPBD, disaster-affected residents, the Head of South Sibolga District, and a religious leader. Data were analyzed through the stages of data collection, data reduction, data display, and conclusion drawing.The findings show that the role of the Sibolga City BPBD in post-disaster management of floods and landslides in South Sibolga District has been implemented well, although it has not been fully optimal. Its role includes community evacuation, disaster-site clearing, data collection on affected residents, aid distribution, mapping of disaster-prone areas, relocation, rehabilitation and reconstruction, and coordination with district and village authorities, the Indonesian National Armed Forces, the National Police, community and religious leaders, volunteers, and local residents. The main obstacles include limited facilities and equipment, human resources, budget constraints, disrupted transportation and communication access, and difficulties in collecting data on affected residents. Inter-agency coordination and cooperation are important supporting factors in accelerating post-disaster response and recovery.
