The lack of equitable regional development has resulted in low levels of community welfare. Therefore, collaboration between the local government and the private sector, particularly PT BOSS, is needed to work together in improving community welfare through community empowerment programs based on Corporate Social Responsibility (CSR). This study aims to determine the form of collaboration between the local government and PT BOSS in implementing CSR-based community empowerment programs for the people of Damakitang Village, viewed through the collaborative governance process proposed by Ansell and Gash. This study uses a qualitative research method through interviews and documentation. The results show that the collaboration between the local government and PT BOSS in implementing CSR-based community empowerment programs has been carried out well and has contributed to improving community welfare and independence after the implementation of the programs. Overall, no significant obstacles were found during the collaboration process.
