This study aims to analyze the effect of Work Behavior (X₁) and Digital Literacy (X₂) on Employee Performance (Y) at the Sub-District Offices of Medan Timur. This research is motivated by the mandate of Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE) to realize efficient digital governance; however, fields observations reveal fluctuations in service counter discipline and a technological ability gap between senior and junior employees in operating the Population Administration Information System (SIAK) and e-Kinerja applications. This type of research is causal associative quantitative. The research population consisted of 100 employees, with sampling conducted using the Proportional Stratified Random Sampling technique, yielding 80 respondents. Data collection was performed by distributing Likert-scale questionnaires that had passed validity and reliability tests. The data analysis methods included classical assumption tests, multiple linear regression analysis, hypothesis testing (t-test and F-test), and coefficient of determination analysis (R²) using SPSS Version 26. The regression analysis produced the equation Y = 6.687 + 0.496X₁ + 0.317X₂. The t-test results proved that, partially, Work Behavior has a positive and significant effect on Employee Performance (\(t_{count}\) 5.842 > \(t_{table}\) 1.991; Sig. 0.000 < 0.05) and Digital Literacy has a positive and significant effect on Employee Performance (\(t_{count}\) 3.745 > \(t_{table}\) 1.991; Sig. 0.000 < 0.05). The F-test results showed that, simultaneously, Work Behavior and Digital Literacy have a significant effect on Employee Performance (\(F_{count}\) 30.479 > \(F_{table}\) 2.72; Sig. 0.000 < 0.05). The R Square value of 0.442 indicates that Work Behavior and Digital Literacy jointly explain 44.2% of the variation in Employee Performance, while the remaining 55.8% is explained by other factors outside the model. The study concludes that the integration of responsible work attitudes and enhanced technological proficiency are key to optimizing service performance to support the Medan Satu Data program
