Abstract

This study aims to analyze the implementation of this policy in depth through a qualitative lens, focusing on the perceptions of both groups of policy subjects (traders and consumers). Their perceptions determine the level of compliance or resistance to the policy. A case study of a traditional market in Medan City is expected to provide a holistic understanding of the dynamics, cultural barriers, and adaptation strategies that emerge in efforts to realize sustainable public administration. This study uses a qualitative approach. This approach was chosen because the focus of the research is to explore the meanings, experiences, and subjective understandings (perceptions) of the policy subjects (business actors and consumers) regarding the implementation of the plastic bag restriction policy. The type of research used is a case study in a traditional market environment in Medan City.The success of the policy in the informal sector, such as Petisah Market, cannot be achieved solely through top-down regulation; it requires bottom-up interventions that are sensitive to the dynamics of traditional markets. Integrated resource subsidies and disciplinary enforcement are needed to shift the perception of a burden into a collective responsibility facilitated by the government.
