Peran Teknologi Informasi Dalam Meningkatkan Transparansi Administrasi Publik Di Kelurahan Sidorame Barat 1 Medan Perjuangan Kota Medan

This descriptive-analytical qualitative study examines the role of information technology (IT) in improving public administration transparency in Sidorame Barat I Village, Medan Perjuangan. Transparency and accountability are pillars of good governance demanded by the public, and IT is considered a solution to address bureaucracy and the lack of openness at the frontline service level. The results show that IT plays a significant but partial role. IT, through social media and information boards, is very effective in increasing procedural transparency (service requirements) and cost transparency (affirming free services), which directly prevents the practice of extortion. However, IT has not been optimal in achieving transparency in processes and performance. The existing information system is internal (stand-alone), preventing citizens from tracking the real-time status of their letter requests. Furthermore, performance data recorded through IT is only used for upward reporting and has not been made public for accountability. Optimization is hampered by a lack of system integration. Conclusion: The Village has reached the initial stage of e-government (Dissemination Stage), but needs to be pushed to the interaction stage to achieve comprehensive IT-based public oversight.
